REGULATORY FUNCTIONS OF THE GUARANTEE FUND OF INDIVIDUALS
The paper considers the reasons for the establishment in Ukraine Guarantee Fund of individuals, their organizational structure and regulatory functions. The governing bodies of the Fund is the administrative board and executive management. Governing Body Foundation acts of five people by delegating its composition of two representatives of the Cabinet of Ministers of Ukraine, two representatives of the National Bank of Ukraine, one representative of the Association of Ukrainian banks. The Governing Council coordinates the work of GFI to protect the interests of depositors of the Fund, controls and supervision of the Fund decides within its powers and responsibilities for the performance of the Fund objectives and exercise of its functions.
Studied international experience of building models of the Deposit Guarantee. In accordance with international experience distinguish these models of the deposit insurance: pay Service «pay-box» payment of cash with extended powers «ðàó-bîõ withextendedpowers» and minimizator risks. Deposit Insurance System in Ukraine belongs to the system «ðàó-bîõ with extended powers», or «payment of cash with extended powers». The objective of the operation of the model is not only the payment of insurance coverage, but also the settlement of insolvent banks within its competence as defined by national laws. «Payment of cash with extended powers» may play a role in decisions to resolve the insolvent banks.
This model provides thenecessity for greater cooperation and coordination response from the government, supervisor, central bank access to information on risk assessment. Analyzed the changes in the composition of the Fund Deposit Guarantee and growth of guaranteed amount of payments on deposits of individuals. Law «On the System of Deposit Guarantee» provides that Members are banks that acquire status by receiving a banking license. Under the Fund guaranteed amount increased in 400 units and now stands at 200 000 UAH.
