Bureaucracy as a Social Institute of State Governance


Ten years ago, the first article was published describing a specific aspect of government bureaucracy, namely its functionality while being involved with politics (journal «Securities market of Ukraine», 2003, ¹ 9/10, p. 3-17). At the present stage of Ukrainian societal development, this problem has acquired greater scope and significance, and is causing the emergence of more questions, even on the international stage. Principle among the questions facing Ukrainian society is whether the government bureaucracy is able to carry out a basic level of functionality while politics is stilled being mingled with large privately held businesses. This article is the first of three foundational articles examining the phenomenon of bureaucracy as a social institution of state governance. The article clarifies the theoretical framework, the objective preconditions for the emergence and meaning of bureaucracy as a specific social institution. Its role in the institutional structure of society is described herein. Ambiguity and contradictions of its phenomenon and role in societal organizations were found. Attempt was made to uncover the causes and features of politicizing bureaucracy and the development of bureaucratization. The multifunctionality of bureaucracy, its objectives, and basic principles of organization and operation were shown. A certain place was given to the question of what rational bureaucracy actually is.

The second article will be devoted to the basic theories and concepts of bureaucracy as an objective social phenomenon, which is inextricably linked to the existence of the state. The third article will be about the peculiarities of Ukrainian bureaucracy, its specific features, attributes and relationships to politics and business.
